Why it works this way

The router executes the inherited consequence-control, cross-organization handoff, and process-friction assessments.

Correlation precedes notification

Repeated signals sharing one correlation key become one incident candidate rather than three interruptions.

Authority is not availability

The first available person is not routed a consequential event unless their recorded authority matches the required action.

Suppression remains visible

A suppressed event retains its reason and state; silence is never treated as deletion.
