Why it works this way

Canonical versus derived copy is explicit

Title, job, B-Web, and lineage are frozen canon; stage rules, fixture records, evidence IDs, statuses, and copy are derived.

Builds 007, 019, 020, and 029 are concrete dependencies

The loop inherits learning architecture, escalation, decision evidence, and change trace.

Stages cannot be skipped

A later stage cannot close before its prior governed stage.

Closure is not remedy

CLOSED LOOP does not prove a report true, a change effective, harm remedied, or duties satisfied.
